Town Council President John Perrin opened the meeting at 7:00 p.m. with the pledge to the American flag. Council members present were John Perrin, Don Harris, Joe Noonan and Scott Alspach.  Also present were Clerk-Treasurer Maribeth Alspach, Attorney Lee Robbins and Department Heads Brian Hedrick, Cindy Yates and Ed Stephenson.  Councilman Spencer and PW Supt. Lasiter were absent.  Councilman Harris offered the opening prayer. 



Councilman Noonan moves to approve the minutes of the June 17th meeting and is seconded by Councilman Harris.  Vote 4 affirmative. 






Employee Group Health Insurance Renewal

Jerry Stone of Sintz & Associates is here to present the renewal rates. Our current coverage expires July 31, 2008.  Jerry presents 3 options for the council’s consideration.  If we make no changes to the existing policy our rates will increase by 23%.  Multiple options are discussed including increased deductible amounts, co-pays and a new Pharmacy plan.   There is some discussion regarding requiring the employees to increase their share to help offset the cost increase.  Council asks Jerry Stone to prepare additional options. Councilmember’s are okay with the higher deductibles and co-pays but want a policy with a Pharmacy package that matches our current policy.  Jerry states that there may be a Pharmacy plan out there that has a stand alone deductible.  He will present additional options at a Special Meeting that will be held at 7:00 p.m. on Tuesday, July 8th.


Proctor Park

Clerk-Treasurer Alspach states that we set up a Proctor Park booth at Grace Assembly of God’s Honoring Our Heroes Celebration on June 29th.  We are still working on filling all of the time slots for the Fair schedule.  We have a donated Wii game system that we will auction off at our booth this year.  We will sell t-shirts, decals, dog tags and cookbooks and have order forms for the brick pavers.

The Proctor Park Committee is working on putting together a one day festival in September.  Maribeth notes that she received an e-mail from Eddie Proctor requesting a town flag signed by the residents that he could display while he is serving in Iraq.  We don’t have a town flag but Fire Chief Hedrick volunteers to get pricing on a more generic “We Support Our Troops” flag in a 3’ x 5’ size.  Councilman Noonan suggests donation jar to pay for flag.


National Night Out

Marshal Stephenson states this will be Tuesday night, August 5, 2008 from 7:00 p.m. to 9:00 p.m.  Tuesday, July 8, 2008 Special Meeting @ 7:00 p.m.

The Fire Department will have the new engine out and may demonstrate their water rescue gear in the pond at Country Gate.  The Police Department will be offering Women’s Self-Defense demonstrations, radar demonstrations and will have a weaponry display at the Police Station.  Marshal Stephenson asks all Council members to email what they each plan to do that evening and where they will be if a resident wants to meet with them.  Ed plans to make fliers and will include this information in the flier.  Ed asks if there is money available to advertise or print the fliers.  John Perrin suggests contacting the newspaper for the FYI column no funds available at this time.  Ed is preparing a Press Release.

Tuesday, August 5, 2008 Meeting CANCELLED due to National Night Out



Optimist Club

Clerk-Treasurer Alspach was presented with the original scrapbook of the former New Whiteland Optimist Club.  The book has several articles in it and was given to the town by the 2 daughters of former resident Virgil Dunsmore.  They also donated an achievement plaque of their father’s and asked if it could be displayed.  Council approves hanging the plaque in the Town Hall.



Ordinance 2080

Clerk-Treasurer Alspach presents the transfer ordinance on first reading. Member Alspach moves to adopt the ordinance and is seconded by Member Noonan.  Vote 4 affirmative.

Councilman Alspach moves to suspend the rules and consider the ordinance on final reading.  Councilman Harris seconds the motion. Vote 4 affirmative.

Clerk-Treasurer Alspach reads the ordinance in title only on second reading.  Member Harris moves to adopt the ordinance and is seconded by Member Noonan.  Vote 4 affirmative.





Being no other business the meeting was adjourned at 8:35 p.m.
