NEW WHITELAND PLAN COMMISSION

SEPTEMBER 25, 2007

 

7:00 P.M.

 

Chairman, Terry Spencer opened the September meeting at 7:00 p.m.  Members present were Ray Rodgers, Jim Lasiter, Terry Spencer and Laura Hammons.  Members absent were Tom Hause, Rudy Reading and Scott Alspach.  Attorney, Lee Robbins was present as well as the Zoning Administrator, Tim Guyer.

 

MINUTES:

Laura motioned to accept the minutes to the August meeting as presented.  Ray seconded her motion.  Vote was 4 affirmative.

 

ADMINISTRATOR=S REPORT:

Seven building permits were issued in the month of September, total of $ 22,410.00.

 

OLD BUSINESS:

HILLTOP FARMS - PLAT RECORDING ERROR:

Lee Robbins stated that he needs to find the time to research this at the Franklin Courthouse.  We believe that Franklin Engineering filed a correction as a matter of record and that needs to be located.

 

ZONING ORDINANCE CHANGES:

There was a lot of discussion about what is in the current Zoning Ordinances and Subdivision Control Ordinances, and what changes the Plan Commission would like to see. There was some  discussion about the last proposed developer for the property on 75 West.  Lee stated that there is no need for the Plan Commission to over react, but to strike a balance.  Two entrances to a subdivision can be added.  Terry asked for this matter to be placed on the agenda one more time and then action be taken.

 

Jim states there are a few things he wants to address in the Construction Standards.  Jim wants to talk to an engineer and research what the other towns are doing.  The primary, secondary and thoroughfare streets are not addressed as well as Jim thinks they should be, as far as paving and concrete.

 

As for pumps for lift stations, on page II-14 under Acceptable Manufacturers in the current Construction Standards, it states that pumps shall be manufactured by Hydromatic Pumps.  Jim wants to re-word that section.

 

Clay tile is part of our tile system, you can=t get petrified clay anymore, so that also needs to be changed.

 

Jim Lasiter will get with Don Humphrey from Foresight Engineering to clear up the specifications on the Construction Standards.  Plan Commission agreed to this.

PROPERTY EAST ON TRACY ROAD ON OTHER SIDE OF RAILROAD TRACKS:

Jim Lasiter asked the Plan Commission if they want to pursue the idea of annexing that property. Jim states that the cost of running water and sewer lines is about $12,000.00 each. That cost will stub it on the other side of the railroad tracks.   He also states that he can get in touch with the grandson who inherited the ground to see if there is any interest.

 

The Plan Commission directed Jim to pursue it and talk to the grandson.  Jim will update the Plan Commission on the grandson=s response. 

 

TOM HAUSE RESIGNED:

Terry read the resignation letter from Tom Hause.  Then there was discussion about replacing that vacancy.  Candidate must be a Republican or an Independent party.

No questions or comments.

 

Jim motioned to adjourn the meeting.  Ray seconded the motion.  Vote was 4 to adjourn the meeting.  Meeting adjourned at 7:30 p.m.
